While the search engines make the final decision regarding whether the website is ranked, they do not have a human language or emotion that one can pander to.  A search engine is a form of software that understands a technical language revolving around algorithms; therefore, it is important that the SEO methods used speak the binary language to help the search engine understand the website.  Ultimately, the more signals you provide, the greater the chance of ranking.

It is important to please the search engines; however, the primary goal of every website is to gain traffic and keep users happy with the content.  Off page SEO may bring traffic to the site; however, if the SEO is not implemented correctly the results may be reduced and unsuccessful.

Despite the need for search engine optimization, it is common to find websites that are not optimized.  This is not due to a lack of information on SEO, the internet is full of guidelines on techniques; instead, it is a lack of motivation on the part of the website owner and particularly when using off page SEO.  On page SEO is not as difficult to implement and is beneficial in terms of traffic conversion and usability.
